PRESS RELEASE
June 24, 2024
Re: 16th Street Water Main Break June 14, 2024
As a result of the water main break on 16th Street there is undetermined damage to the road. We have met with INDOT and are working to proceed with a joint approach.
The City of Bedford and the Redevelopment Commission passed an emergency resolution on June 18, 2024 declaring an emergency and authorizing public works project to repair 16th Street and install new water main.
The Redevelopment Commission allocated funds to fund this project consisting of INDOT assessing the road and using the contractor currently still under contract for the roadway assessment, reconstruction, ADA sidewalks, and our contractor is secured to retire the current 12 inch line and 4 inch line and install a new 12 inch line with lateral services to be connected to the new 12 inch main.
Due to the uncertainty until we get the roadway exposed, unfortunately a timeline is unable to be established but INDOT as well as the City are working diligently to get this project completed and hope to see movement on site early this week. If there is a way to have limited lanes open, INDOT is considering that if possible.
Businesses are still open on 16th Street. Those businesses include:
Ray Snapp, 1819 16th Street – enter through alley between 16th and 15th Street as usual.
Cox and Kimball Insurance 1803 16th Street – enter from 15th Street to R Street
Adair Brent 1516 R Street – enter from 15th Street to R St
Kerr Chiropractic 1705 16th Street – enter from 15th Street alley between Q and R.
Thomas Insurance Service 1701 16th Street – enter from 15th Street to Q Street
Hardees 1502 16th Street – enter and exit onto O Street
Wendy Scherschel and Connie Blevins 1522 16th Street – Enter alley off O Street or P Street
John Lowery Municipal Pool 1625 Q Street – Enter from 17th Street
Boys & Girls Club of Lawrence County Teen Center 1830 16th St – enter off Brian Lane Way

Drinking Water Notice
Unregulated Contaminant Monitoring Rule (UCMR)
Reporting Requirements
Large and small public water systems (PWSs) subject to UCMR 5 (i.e., community water systems (CWSs) and non-transient non-community water systems (NTNCWSs)) are required to notify customers about their UCMR 5 results.
Bedford City Utilities PWS #5247001 collected samples under the U.S. EPA Unregulated Contaminants Monitoring Rule (UCMR) for 29 PFAS Compounds and Lithium. This monitoring is conducted in compliance with reporting of the data requirements to determine what, if any additional compounds may need to be regulated in drinking water in the future. We collected samples on 3/6/2023, 6/12/2023, 9/11/2023, and 12/11/2023 and detected zero contaminates in our finished drinking water. However, these compounds are not regulated at this time.
If you would like to review the results, contact Bedford City Utilities at 812-275-1626 or email madams@bedford.in.gov
As a Public Water System (PWS), we are required to notify our customers that the UCMR results are available (40 CFR 141.207) no later than 12 months after they are known. Results are to be delivered to all billing customers each year by July 1 (40 CFR 141.204[d]). For more information, please contact the public water system: Bedford City Utilities at 812-275-1626. The Spider Creek lift station and storage tank project has begun. Reynolds Construction was the low bidder on the project. The bid included the option of blasting as a way to minimize rock removal costs to the site where Geotech showed considerable hard rock. Blasting is a safe and cost saving alternative for this project.
The subcontractor SX Blasting based in Wisconsin is committed to the safe application of explosives and providing a safe workplace for its employees and all others at or near their worksites. As a requirement per Indiana Department of Transportation (INDOT) for precautionary measures and safety, Highway 50 (16th Street) at the bridge will be closed during each blasting process due to the proximity of the project to 16th St bridge. A detour route will use R St and Beech St with local access only between those roads and the bridge. Traffic will be allowed within both sides of the bridge but no crossing at the bridge until blast is complete and all clear is given. Semi truck traffic must use Beech St or R St to John Williams Blvd as the detour. Please avoid this area or take alternate route unless you have business there.
Blasting Process Horn sounds
A warning signal of a 1-Minute series of long blasts 5 minutes prior to blast signal.
A blasting signal series of short blasts 1 minute prior to the shot
All clear will be a prolonged horn blast following the inspection of blast area
At that point Highway 50 (16th Street) will be open for traffic.
This process should last under one hour for each blasting occurrence.
The Milwaukee Trail will be closed from the U Street entrance off John Williams Blvd to the Wilson Park trail entrance onto the trail during the blast process.
Blast Schedule UPDATED
Blasts are tentatively planned for twice a day for approximately 20 working days starting 5/29 – 6/14. Tentative blast times are 10 AM – 11AM and 2PM – 3PM. This number and times could change with rock conditions and weather conditions. Emergency personnel as well as the postal service will be notified of these road closures. If you are aware of deliveries, please let them know of the closures. Please avoid these areas if possible. All businesses will be open during the road closures.

Tips from the American Red Cross on
How to Prevent Frozen Pipes
Keep garage doors closed if there are water supply lines in the garage.
Open kitchen and bathroom cabinet doors to allow warmer air to circulate around the plumbing. Be sure to move any harmful cleaners and household chemicals up out of the reach of children.
When the weather is very cold outside, let the cold water drip from the faucet served by exposed pipes. Running water through the pipe - even at a trickle - helps prevent pipes from freezing.
Keep the thermostat set to the same temperature both during the day and at night. By temporarily suspending the use of lower nighttime temperatures, you may incur a higher heating bill, but you can prevent a much more costly repair job if pipes freeze and burst.
If you will be going away during cold weather, leave the heat on in your home, set to a temperature no lower than 55° F....

The City of Bedford Utilities will be in your neighborhood conducting sewer line cleaning and inspections. Door hanger notices will be placed on residences the day before or around cleaning day if at all possible. Yard signs will also be in your neighborhood. The sanitary sewer lines are cleaned using high performance sewer cleaning equipment. A cleaning nozzle is propelled from one manhole to the next using water under high pressure. The nozzle is then pulled back to the starting manhole. As the nozzle is pulled back, water scours the inside of the sanitary sewer pipe. Any debris in the pipe is pulled back with the water. The debris is removed from the manhole with a vacuum unit. If roots are found, they are cut with a root cutter. This process is repeated on every sewer line cleaned. The main is also recorded with a camera and an assessment of the main and manholes conditions are recorded in order to assist in needed improvements.
The cleaning process causes a vacuum in the sewer. This will not affect most homes, but some homes may be affected that have inadequate or partially blocked drain vents or no backwater valves. The vacuum may cause “P-traps” (the little S shaped bend in the pipe under sinks and drains) to be sucked dry. Should you notice a sewer smell resulting from this, run a little water in your drains to refill the P-traps. During the process, residents might experience a rumbling sound, in addition to the possibility of water entering the sink, bathtub or toilet. It is recommended that you shut the water valve off to your toilet(s), put the toilet seat(s) down and cover floor drains with car mats on the days that the sewer cleaning is scheduled. This will minimize any possible splashing of the P-trap water in homes that are poorly vented.
The precautions are recommended only during our working times of 7 am until 330 pm and dependent upon weather and the time of year. Residents can put things back as they were when the equipment has moved off their block.
